Leslie Carr was a British artist, probably most famous for designing posters for various railway companies during from the 1930’s onwards, but also known for his maritime scenes such as this one. He served as a Lieutenant in the Tank Corps during WWI, and in the Auxiliary Fire Service (AFS).
